When I was working for a production compay in Florida, we were researching DV for a film we were doing and I came across two sites I found useful
www.dvfilmmaker.com
The message boards dvfimmaker were really useful.
www.filmunderground.com
Was a more technical site, but helpful as well, especially if you are clueless about a lot of the technology. (They also deal with 16 and 35)
I heven't checked them out in a while.
Also, I just did a search, and found
www.2-pop.com
I was impressed with the amount of information on this site, from message boards to articles, to reviews, etc...

Filmaker Greg Pak has a very useful website which dispenses practical advice geared towards low-budget filmaking. His site also includes handy information about editing on Final Cut:

some places to see DV movies:
www.atomfilms.com
www.cinemanow.com
www.ifilm.com
www.cyberfilmschool.com - a free online school on how to make movies
www.sophocles.net - a shareware piece of software which uses correct screenwriting format. You can completely use this then cut and paste it into word and get around paying the 120 bucks. I paid though, so dont send me hate mail.

Kudos to Julie for mentioning Greg's website.
It should be known that he is also an improviser. We did The Penny Marshall Project on DV and it came out great (yep, it's improvised..)
Check it out at his website:

http://www.promax.com/
A decent web retailer of DV stuff
http://www.bhphoto.com/
A good place to shop for DV stuff here in the city
And I also recommend the aforementioned http://www.2-pop.com
Lots of great info, especially for Final Cut Pro/Mac users...

Here's a good site about the nuts and bolts of DV. A little man in a green polo shirt explains everything from technical stuff to the basics of production and distribution.
